Please see the full Jd Scope of the project: SCDHHS is looking for an enterprise project manager-consultant who will be the lead for Medicaid Systems Operational Management. This position will lead teams that support business-critical eligibility and enrollment systems responsible for systems which facilitate Medicaid application intake and change processing, case maintenance, member management, eligibility determination and other support functions. This position also serves by directing and managing the implementation and administration/support of project collaboration products in use by SCDHHS (currently Atlassian Suite). Position: Enterprise Project Manager- Consultant Pre-employment Checks(drug, credit, criminal, motor vehicle)? Criminal background check, Drug, and Confidentially agreement. Daily Duties / Responsibilities: • Oversees and performs systems administration and support activities for Data Operations Hub, Member Management System, Atlassian Suite, and other supporting systems. To include communication and coordination with vendors, Office of Cyber Security, Enterprise Architecture, etc. • Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. These teams perform Production Support, Helpdesk, Interface Support, and Operational activities. • Identifies and mitigates operational issues and ensures decisions and actions are well-documented. • Handles internal and external escalations and requests and ensures they are satisfactorily resolved, communicating issues and outcomes to appropriate personnel. Ensures work is assigned appropriately and escalations are resolved in a timely and effective manner. • Ensures compliance with security (CMS, SSA, etc.) and monitors all findings and recommendations to completion. Serves as SME for system operations during audits and security tests. • Works with contract monitor to ensures SLAs are set and monitored. • Responds promptly to inquiries and ensures data operations support agency needs. • Promotes workforce engagement and a safe, professional, and productive work environment for all team members • Monitors product, support, and maintenance licensing and engages with contract monitors and Bureau Chief to procure and maintain licensing necessary to effectively support the agency's needs for the product. • Ensures licensing, infrastructure, and support needs are met. • Implements and monitors operational processes including change, release and incident management. Follows Standard Operating Procedures and alerts team when practice differs from SOP. • Identifies opportunities to streamline usage and reduce costs. • Produces dashboards and reports to communicate system status to leadership. Required Skills (rank in order of Importance): • 3+ years of prior experience managing system operations and or administrative functions. • 3+ years of experience in project management managing system operations and/or administrative functions. • Ability to provide incident management on call and after hours. • Ability to manage external vendors. • Experience managing a ticketing system for application support. Preferred Skills (rank in order of Importance): • Prior experience managing operations of Medicaid Enterprise systems. • Ability to manage work and provide guidance to employees • Ability to make presentations and prepare reports. • AWS Cloud Certifications • Atlassian Administration ADDITIONAL SKILLS: • Knowledge of SCDHHS mission, programs and objectives. • Ability to manage work and provide guidance to employees both technical and operational. • Knowledge of system development lifecycle.
